Robert T. Kauer Mental Health Executive Leadership Program

The Robert T. Kauer Mental Health Executive Leadership Program (MHELP) is a collaborative program of the Health Systems Management Center of the Weatherhead School of Management of Case Western Reserve University, the Department of Psychiatry of University Hospitals of Cleveland and the School of Medicine of Case Western Reserve University, and the Ohio Department of Mental Health. Funding from the Ohio Department of Mental Health generously supports MHELP, in its eighth year.

The Program is intended for clinicians and directors in mental health delivery systems who often have no management education, but are in positions of leadership within their organizations. The segment of the system on which the program focuses is public behavioral health care, which serves the most seriously mentally ill and chemically dependent members of the population.

The program provides several in-class sessions over an eight-month period. Topics include basic finance and marketing in health care, performance improvement and quality strategies, updates on legal issues in mental health care, value based management and leadership. The focus across the entire program is the development of a business plan by each of the participants or by groups of participants.

With the business plans as the centerpiece of the program, participants or groups of participants, identify a project in their own organizations and learn to develop a solid business plan which can be implemented in their organizations. The most important outcomes of the program are a change of attitude, which embraces management thinking as an essential component of success, understanding of management concepts and language, and the skills and experience necessary for writing a good business plan.

The faculty and staff of the Mental Health Executive Leadership Program look forward to each MHELP class successfully bringing their new learning “back home” not only throughout the program but also beyond the days of the program as a permanent positive change in leadership of the behavioral health care system.
